Saudi Arabia joins WIPO4S Madrid System for international trademarks as of today

From 8 October 2026, the Madrid Protocol enters into force with respect to Saudi Arabia, which becomes the 117th member, bringing the total number of countries covered by the Madrid System to 133.

As the Middle East’s largest economy and a G20 member, Saudi Arabia’s accession is one of the most commercially anticipated extensions of the system.

What are the main implications for trademark owners?

  • New international applications: Saudi Arabia can now be designated in an international trademark application. A Saudi individual fee will be payable in addition to the Madrid System’s basic fee.
  • Existing portfolios: Holders of international registrations can expand protection to include Saudi Arabia through a subsequent designation.
  • Simplified administration: Renewals, changes in ownership or address can be recorded centrally by WIPO.

⚠️ 18-month refusal period: Saudi Arabia has declared an 18-month period for notifying a provisional refusal with an additional provision for opposition-based refusals after that period. This filing strategy should therefore be assessed on a case-by-case basis.
